This paper was given at a BIMH (now BILD) conference in 1983. As scandal after scandal led to inquiry after inquiry Nan Carle wondered what it would take to bring about real change. Today, as thousands continue to live in abusive institutional settings this decades old paper is as relevant ever. It is striking that whilst so much appears to have changed, the continued failure to respect people with learning disabilities as equals continues.
